Yamazaki: Why Japan's First Whisky Was Born on the Border of Kyoto and Osaka?
Three Rivers, a Thousand Years of Famous Water, and the Fog That Scotland's Whisky Needed
One of Japan’s proudest whisky brands is called Yamazaki. The distillery that makes it, Suntory’s Yamazaki Distillery, sits in the town of Shimamoto, in Mishima District, Osaka Prefecture, right on the border between Kyoto and Osaka, on the Osaka side. The nearest Hankyu station, Ōyamazaki, is in Kyoto Prefecture. The JR Yamazaki station sits almost exactly on the prefectural line. The distillery stands at the very edge where two prefectures meet.

Why did Suntory choose this exact spot to begin Japan’s first serious whisky distillation?
The answer goes back to a decision made in 1923 by the company’s founder, Shinjirō Torii.
After resolving to make whisky in Japan, Torii is said to have surveyed famous water sources across the country in search of the ideal site. Of all the candidates he considered, he chose Yamazaki.
And the reason he chose it lies in the particular natural environment and history of this place. Let’s investigate why the Yamazaki Distillery is where it is, and how that single choice shaped the course of Japanese whisky.
Clue 1: The Place Where Three Rivers Meet
Geopolitical Principle: A river confluence is never just a meeting of waters. It concentrates transport, moisture, and microclimate in one place, making it valuable for reasons that change with the technology of each era.
Look at Yamazaki on a map and one feature jumps out. This is a place where three major rivers converge
.The Katsura River flows south through the city of Kyoto. The Uji River descends from Lake Biwa. The Kizu River flows up from the direction of Nara. All three meet near Yamazaki and become the Yodo River, which flows on to Osaka Bay.
A geography where three rivers converge in a single place is rare, even in a country as river-laced as Japan. In Europe too, the confluences of major rivers have long been prized as strategic points for transport and military control. Yamazaki sits at exactly this kind of junction.
And this geography made Yamazaki special in two ways.
First, as a hub of water transport. Yamazaki has long been crossed by the Saigoku Kaidō, the highway connecting Kyoto and Osaka, a place where people and goods passed through.
Second, and crucially for our story: fog. Caught between humid lowlands fed by many rivers and the mountains behind, Yamazaki is a place where fog forms easily. These two consequences of the confluence, transport and fog, were the major factors that would later make Yamazaki an ideal site for whisky-making.
Clue 2: The Memory of “Famous Water”
Geopolitical Principle: A site’s reputation for quality water can persist across a thousand years and multiple unrelated industries, because the geological conditions that produce good water do not change while the uses we find for it do.
That the water of Yamazaki used in the mash is exceptional was known long before whisky ever came to Japan.
The area around Yamazaki carries the memory of famous water, preserved in classical waka poetry about the Minase River and embodied in the spring known as Rikyū no Mizu (”the water of the detached palace”). This spring, welling up at the foot of Mount Tennōzan, is the only water in Osaka Prefecture selected for Japan’s official list of 100 famous waters. It is a soft water, but relatively mineral-rich, and described as mellow.
This land was also, from ancient times, a transport hub. The Saigoku Kaidō and the Yodo River water route crossed here. In the medieval period, a guild of oil merchants flourished. And at the end of the Sengoku era, the narrow terrain squeezed between Mount Tennōzan and the river severely constrained the movements of both armies at the famous Battle of Yamazaki.
And the figure most often associated with this water is the great master of wabi-cha tea, Sen no Rikyū.

Rikyū is said to have been summoned from Sakai and to have stayed in Ōyamazaki around the time Hashiba Hideyoshi built Yamazaki Castle. The tea room he is said to have built during that stay is the national treasure Taian. It still stands today at Myōkian temple in Ōyamazaki, Kyoto Prefecture, just across the prefectural border. There is also a tradition that Rikyū prepared tea with the water of Yamazaki.

Yamazaki was known as a place of good water from the age when the tea ceremony flourished. The 16th-century tea master Sen no Rikyū and the 20th-century whisky pioneer Shinjirō Torii, two men of entirely different eras and backgrounds, separated by nearly 400 years, both prized the same land and the same water. Go back further still, and Yamazaki’s water was known for over a thousand years as a famous water linked to the detached palace.
When Torii chose Yamazaki in 1923, he was not looking only at water-quality data. The fact that this was a land long known for famous water was likely a powerful part of his motivation.
Clue 3: The Fog That Whisky Needs
Geopolitical Principle: The same geographic features that create a microclimate (river moisture, descending cold air, stagnant low ground) can produce conditions that an industry from another continent requires, even when no one designed the place for that purpose.
Visit Yamazaki in the morning and the distillery is sometimes wrapped in deep fog. As noted, Yamazaki is a place where fog forms easily.
Fog requires several conditions: a source of water vapor such as rivers or wetlands, an inflow of cold air, calm and stagnant terrain where air pools, and a temperature differential. At Yamazaki, the three rivers and the Yodo supply water vapor, cold air descends from Mount Tennōzan and the surrounding hills, the riverside lowland traps the pooling air, and the inland climate produces a sharp difference between day and night temperatures. Together, these generate Yamazaki’s deep fog.
And this fog matters for whisky maturation.
During maturation, the whisky inside the cask breathes. As it responds to the surrounding humidity and temperature, it evaporates little by little, drawing in compounds from the wood of the cask and acquiring a rich aroma. The portion that evaporates away is called the angel’s share.

A humid environment keeps the cask from drying out excessively and softens the swings of temperature and humidity, enabling long, stable maturation. There is no clear record of how consciously Torii thought about the fog. But it is reasonable to conclude that he walked across the country seeking a climate resembling foggy Scotland, and arrived at fog-prone Yamazaki.
Clue 4: Why Whisky, and Not Sake?
Geopolitical Principle: When a location is suitable for two different products, the choice between them is driven not only by geography but by which product the market lacks and which the producer can afford to wait for.
Here is a twist. Yamazaki’s soft, mellow water is also well-suited to making sake. In fact, Fushimi, not far from Yamazaki, is a major sake-producing region built on its groundwater. Yamazaki could have produced either sake or whisky. Torii deliberately chose whisky.
The reason lies in the demands of the era and the future of the business. Sake and shōchū already had many famous production regions across Japan. But serious whisky did not yet exist. Torii, who had already succeeded with Akadama Port Wine, was aiming at an untouched business opportunity: a Japanese whisky suited to the Japanese palate.
But the conditions that suit sake and whisky differ in more than water. Sake requires rice, water, and the cold of winter. It is a drink rooted deep in the Japanese land, which is why its production regions (Nada, Fushimi, Niigata, Tōhoku) are scattered across the country. Whisky, by contrast, was not only unfamiliar. The new-make spirit can take more than ten years to become a finished product. It is not a drink you brew and sell quickly. It demands a climate suited to long maturation, and above all, the capital strength to endure the years when nothing can be sold. For this reason, the location of a whisky distillery depends less on proximity to raw materials or markets and more on a storage environment suited to long aging, plus the financial staying power to wait.
Here it is worth introducing a classic theory of industrial location. In the early 20th century, the German economist Alfred Weber argued that factories locate at the point where the transport costs of raw materials and the finished product are minimized. He divided raw materials into “localized materials,” obtainable only in specific places, and “ubiquitous materials,” available anywhere. Water has been treated as the classic ubiquitous material. A soft-drink factory, for example, tends to locate not at a water source but near large urban markets where demand fluctuates rapidly. This is “market-oriented” location.
But whisky’s relationship to water overturns this classification. What whisky needs is not “water in general” but a specific water quality obtainable only at Yamazaki. The water is not a ubiquitous material at all. It carries the strong character of an ultra-localized material. The choice of the Yamazaki site is a fascinating exception to modern industrial-location theory. It anticipated, decades early, the idea we now call terroir: the notion that the individuality of a place strongly shapes the value of the product.
Clue 5: The Drink That Changes with the Land
Geopolitical Principle: When two practitioners of the same craft choose opposite geographies, the products that result are not imitations of a foreign original but expressions of the specific land each chose.
Many people still think of Japanese whisky as an imitation of Scotch. But whisky is a drink profoundly shaped by the geographic conditions of its place, and even within Scotland, the character varies enormously by region. Differences in raw materials such as peat and fruit, differences in climate such as temperature and humidity, differences in water and cask-aging environment, all of these have nurtured a diversity of flavors. The same is true of Yamazaki. Yamazaki’s whisky is not an imitation. It is a drink that carries the individuality of the Yamazaki land.
The proof lies in two whiskies Japan is proud of, born from the work of two men who can be called the fathers of Japanese whisky: Shinjirō Torii, and Masataka Taketsuru.
Taketsuru learned whisky-making in Scotland, and after returning to Japan, took charge of building the Yamazaki Distillery under Torii, serving as its first manager. Japan’s first serious whisky began with the collaboration of these two men.
But they eventually walked separate paths. Taketsuru left Yamazaki and, in 1934, built his own distillery in Yoichi, Hokkaidō. He too had wandered Japan in search of a climate resembling Scotland, with clear air and abundant water, before arriving at this land. Yoichi’s average annual temperature is about 8°C. Blessed with a cool climate, clear air, and rich water, it was close to ideal for Taketsuru, who held the conviction that whisky should be made in the northern land.

Here we glimpse a difference in philosophy between the two men. Taketsuru searched within Japan for geographic conditions as close to Scotland as possible. He believed that only a cool land resembling the home of whisky could produce the real thing. Torii, by contrast, chose warm, humid Yamazaki, a land entirely unlike Scotland, and aimed at a Japanese whisky suited to that climate.
This is not a question of who was right. The cool-climate whisky of Yoichi became powerful and heavy, while the warm-climate whisky of Yamazaki became delicate and layered, each carrying an individuality that mirrors its land.
Suntory inherited this philosophy of treating climate as the individuality of the drink. In 1973, the company opened its second distillery in Hakushu, Yamanashi Prefecture, in a cool forest at roughly 700 meters above sea level at the foot of the Southern Alps. Warm lowland Yamazaki and cool highland Hakushu, two lands of different character, produce new-make spirits of different individuality.
The Verdict: Geography in a Glass
Why was Japan’s first whisky born on the border of Kyoto and Osaka?
Because Yamazaki is the product of a terroir: the geography where three rivers meet, the famous water welling from the Tennōzan range, and the slow maturation that proceeds within a foggy climate.
Shinjirō Torii chose whisky in a land that could have made sake, and chose the path of drawing out the warm, humid character of Yamazaki, a climate unlike Scotland. But it took a long time, and a change in evaluation, before that whisky was truly recognized by the world.
For a long time, Japanese whisky was not fairly judged on its quality. At home, it carried the image of a popular drink to be enjoyed casually in highballs. Abroad, the prejudice of “Scotch imitation” clung to it. The quality was high, but the recognition of that quality was not.
A turning point came in 2003. At the prestigious International Spirits Challenge, Yamazaki 12 Year Old won a gold medal, the first such feat for a Japanese whisky. These competitions are mostly judged blind, with the labels concealed. In other words, the flavor itself was evaluated with the prejudice of “because it is Japanese” stripped away.
And now another change is underway. Domestic alcohol consumption in Japan is on a long-term decline, against a backdrop of population decrease and a rise in people who do not drink. Yet Japanese whisky shows the opposite movement: rising overseas evaluation and growing exports. The export value of Japanese alcoholic beverages, while fluctuating, has trended steadily upward, reaching a record 149.5 billion yen in 2025. Whisky, alongside sake, has been one of the main products driving the growth. Demand has outstripped supply, with shortages and soaring prices.
Yamazaki’s whisky stands today as the product of chosen geographic conditions on which craftsmen honed and passed down their skill, until the era finally recognized its value.
