Japan's Dry Inland-Sea Corner Made Its Own Noodle
How two mountain ranges, twelve thousand ponds, and the Inland Sea assembled Sanuki udon.
Japan is a wet country. Much of its rain arrives in great seasonal pulses: the early-summer rainy season called tsuyu, and then the storms of late summer and autumn. The national average is around 1,700 millimeters a year. That water built the country. Rice is a crop that stands in a flooded field, and Japan is a nation of flooded fields.
Now look at Kagawa.
It is the smallest prefecture in Japan, a thin strip of land on the north coast of Shikoku, the smallest of the four main islands, facing the calm water of the Seto Inland Sea. And much of the rain misses it. Kagawa’s plain takes in roughly 1,100 millimeters in an average year, among the lowest totals in the country. Its rivers are short and steep and empty fast. Historically, when the rain failed, the harvest failed with it, and hunger followed. Drought was not a rare disaster here but a recurring one, and quarrels over scarce water run all the way through the region’s history.
Japan built itself around a crop that stands in water. This is the wrong place for it.
And yet this dry corner is where Japan's noodle habit shows up most plainly in the numbers. By the most recent counts, Kagawa has the country's highest density of udon and soba shops, and households in Takamatsu, the prefectural capital, rank at the top nationwide in spending on those noodles, both at shops and for eating out.
Udon, the thick wheat noodle, sits at the center of the story. In 2011 the prefectural government leaned into the obvious and branded the place Udon Prefecture in a tourism campaign. The name stuck.
Ask a local why, and you may hear a story about the monk Kūkai carrying noodles home from Tang-dynasty China twelve centuries ago. It is a good story. It is also a legend, and it explains nothing about why the noodles took root here, in the dry corner, rather than somewhere wetter.
The answer is not in what Kagawa was given. It is in what the shortage of water changed about everything else within reach. To read it, do not look at the noodles. Look at the ponds.
Let’s investigate.
Clue 1: The Shadow of Two Mountains
A land is shaped as much by the weather that never reaches it as by the weather that does.
The historical province of Sanuki covered most of what is now Kagawa, and it sits in a trap made of mountains. To the south rise the Shikoku mountains, the high spine of the island, with a lower ridge closer in, the Sanuki range, running along Kagawa’s own southern border. To the north, across the Inland Sea, rise the mountains of Chūgoku, the western end of the main island of Honshu. Kagawa lies in the narrow gap between them.

Rain in Japan comes on the wind, and here both winds are intercepted before they arrive. In summer, moist air pushes up from the Pacific in the south. It climbs the Shikoku mountains, drops its water on the far slope, and comes over the ridge already wrung dry. The southern coast of Shikoku, on the other side of that ridge, is one of the wettest places in the country, taking in more than twice Kagawa’s rain, over 2,500 millimeters a year and far more in its mountains. Kagawa, in its lee, is one of the driest. In winter, the pattern reverses and repeats. The cold monsoon sweeps down from the northwest, heavy with moisture off the Sea of Japan. It hits the Chūgoku mountains, buries the far side in snow, and slides down toward the Inland Sea as dry descending air.
So the water is taken twice, once by each range, in each half of the year. Kagawa is not dry because it sits in a desert. It is dry because it sits in the shadow of two mountain ranges at once. A land that cannot count on the sky has to store whatever falls.
From the air, Kagawa looks dappled. Scattered across the plain are thousands of small ponds, catching the light like spilled coins. They are not natural. Most are man-made reservoirs, dug or dammed to hold water that the rivers could not keep, and together they form the densest concentration of irrigation ponds in Japan: more than twelve thousand of them.
These are the tameike, the storage ponds, and they are what allowed this plain to be farmed intensively, year after year.
Clue 2: The Twelve Thousand Ponds
A store of water is not a possession. It is a decision that has to be made again every time it fails.
The largest, and one of the oldest, is Mannō-ike, still the biggest irrigation pond in the country: an embankment about 32 meters high closes off a reservoir with some 20 kilometers of shoreline, holding more than 15 million cubic meters of water. By tradition it was first raised more than thirteen centuries ago, and its history since is a history of breaking. In 818 a flood tore out the embankment. The court sent an official to rebuild it, but the work was too large and stalled for want of hands. Official histories place Kūkai, the famous monk born in Sanuki, at the 821 repair; later accounts say the work was finished in only a few months. What is certain is the dam, not the noodles: the repair can be tied to him, the udon cannot. Then, in later centuries, the pond broke again, and was rebuilt again, more than once.
This is the pattern worth seeing. A reservoir is not a monument. It is a promise renewed. Mannō-ike broke and was rebuilt, broke and was rebuilt, across more than a thousand years. What survives in Kagawa is not one decision about water but the same decision made over and over, by people who could not afford to stop making it. Wetter plains had a wider margin. Kagawa had to store and ration a narrower one.
And the deciding did not stop at the embankment. Once stored, the water still had to be shared, and scarcity turned sharing into a craft. In one Sanuki custom, each farmer’s water share, known as mizu-buni, was set by the length of a stick of incense. In a dry spell, water could enter a paddy only while its incense burned, and a larger share meant a longer stick. This was not uniform across all of Sanuki or all of its history, but where it held, scarcity had become a clock. Farmers were not simply handed water by the land. They built the instruments to divide it.
But a pond only holds water. It does not choose what to grow. And in a place this dry, the choice of crop mattered as much as the water itself.
Clue 3: The Winter Crop
What a field cannot rely on, it must be built to do without.
Rice stands in a flooded field, and it needs that water right through the summer, when heat drives demand up and Kagawa has least to spare. And the summer rain that does fall runs off before much of it can be caught. The ponds could carry a rice crop through, but a dry summer drew them down fast.
Wheat asks the opposite. It is sown in autumn, grows slowly through the cool of winter and early spring, and is cut before the plum rains arrive. It takes its water in the months when the paddies stand empty and the demand on the ponds is at its lowest. Where rice gambles on the summer sky, wheat sidesteps that bet.
So the farmers of Sanuki learned to use the land twice: rice standing in water through the summer, wheat greening the same fields through the winter.
This double cropping was not a Sanuki invention. Winter wheat as a second crop was common across the warmer parts of western Japan. What stood out here was the weight of it. On Sanuki farms wheat returned as a dependable second harvest, and its flour worked its way into the rhythm of community life. It became noodles and dumplings at the turn of the seasons, at village gatherings, at festivals, at the New Year, and when guests arrived. One winter dish, shippoku udon, sets the noodles beneath simmered root vegetables, and it still appears at home, for guests, and at New Year. The record of the habit is old. A painted screen of the Konpira festival, made in the Genroku years around 1700 and kept at the Kotohira shrine, shows three udon shops at work in the gate town below, one kneading, one stretching, one cutting. Wheat supplied the ingredient. Repeated occasions turned it into a local habit. Wheat did not need the rain to arrive on time, and in Kagawa that was the whole argument.
Still, flour on its own is not a bowl of udon. What turned it into one lay just offshore.
Clue 4: The Other Three Ingredients
A dish is a map of what a coast can reach without leaving home.
Udon needs four things: wheat for the noodle, salt to work the dough, dried fish for the broth, and soy sauce to season it. Nearby salt, fish, and soy sauce gave Sanuki’s flour a local grammar. Each came from the same coast, for its own set of reasons. The Seto Inland Sea helped with all three at once: sheltered by islands, shallow and calm, warm and threaded with old shipping lanes, it was good ground for evaporating salt, for the small fish that shoal in its currents, and for the sea trade that a fermenting industry needed.
Start with salt. The shallow, tide-swept shores of the Inland Sea suited the old method of drawing salt from seawater in coastal fields, and the region’s strong sun and light rain helped. But sun was only one input. The work also needed the wide tidal flats, the tides themselves, wind, fuel, labor, and the sea routes to carry the salt away. Along these shores the salt fields of ten provinces, Sanuki among them, were known together as the jusshū enden, the ten-province salt fields, and between them they supplied much of the country’s salt. In Sanuki, salt stood beside sugar and cotton as one of the region’s three prized white goods.
Then the fish. The broth that gives udon its savor is usually built on iriko, small dried anchovies. Off the city of Kannonji lies the little island of Ibuki-jima, set in a shallow, gentle stretch of the Inland Sea where anchovies run thick. Its strength is closeness: the island’s boats catch the fish and its sheds process them almost on the spot, so the iriko is worked while still fresh, by families who handle the whole chain from net to pack. The catch is boiled in salted water and then dried, today in machine dryers over about half a day. What made Ibuki iriko prized was not a dry sky but the short distance between the boat and the drying shed.
Last, the soy sauce. Just offshore lies Shōdoshima, an island that became one of Japan’s soy sauce centers. It had salt of its own, sea routes to bring in soybeans and wheat, and a warm, mild climate that suited the fermenting molds. Salt, trade, and warmth, not a lack of rain, built the industry.
Wheat, salt, dried fish, soy sauce. Four ingredients, each within a short reach of the same coast. The dry sky did not create any of them. What the shortage of water did was change their relative worth: it made stored water precious, made winter wheat valuable, and left people leaning on a coast that could still supply the rest. Sanuki udon was assembled here from resources and skills this coast could reach.
And then the reach itself grew.
Clue 5: When the Geography Grew Larger
A place that learns to work around a shortage keeps the habit after the shortage eases. It reaches further instead.
Modern Kagawa no longer depends only on what falls or grows inside it. Some of the water in its channels is now brought in from beyond the prefecture, and most of the wheat in its noodles is grown outside the country.
Start with the water. In the twentieth century Kagawa reached past its own sky, to the Yoshino River, the largest river system on Shikoku, which gathers its water in the wet mountains along the island’s spine. The movement runs one way. High in the mountains of Kōchi, Sameura Dam stores the flow. Downstream in Tokushima, at Ikeda Dam, part of it is diverted out of the river. From there it enters the Asan tunnel, about eight kilometers long, driven under the Sanuki range that walls Kagawa off to the south, and comes out on the dry plain. The tunnel’s name joins the two old provinces it links: Awa on the wet side, Sanuki on the dry. Full-scale deliveries began in 1975, and the agricultural works were completed in 1981. Before that, the ponds supplied roughly 70 percent of the prefecture’s farm water. Today their share is closer to half. The old landscape was not replaced. It was wired into a larger one.
Then the wheat. Japanese millers put the Australian share of the grain behind Sanuki udon at around nine tenths, and it comes from Western Australia. That state supplies Japan with about 750,000 tonnes a year of a special noodle-wheat blend, bred and blended for the soft, white, springy noodles the Japanese market wants. The dry fields that taught this coast to eat noodles are no longer the only fields feeding the habit.
The wheat did not simply drift in from abroad. Sanuki’s taste crossed the sea and began to reshape the fields on the far side. Since around 1990, Japanese millers and noodle makers have traveled to Australia to cook and taste experimental noodles, judging color, texture, flavor, and the springy mochi-mochi bite the market expects, and Australian growers and breeders have raised wheat toward that standard. The old geography ran in reverse. Kagawa’s fields had helped shape a noodle culture, and that noodle culture began shaping wheat fields across the sea.
Dependence drew a reply at home as well. In 1991 Kagawa set out to breed a wheat of its own for Sanuki udon, bringing together the prefecture’s research station, millers, noodle makers, farmers, and eaters. The result, released as Sanuki no Yume 2000, the dream of Sanuki, did not restore an untouched tradition. It was a new local wheat, made after decades of learning what imported flour could do.
The water crosses a mountain now, and the wheat crosses a sea. The habit stayed where it was. What holds a food culture in place once the geography that produced it has been enlarged?
The Mechanism: A Terroir of Constraint
There is a word for the way a place marks its food: terroir. It usually means the gift of the land, the mineral in the wine, the grass in the cheese. Kagawa is the reverse case. What shaped the food was a bargain between constraint and access: too little reliable summer water, but winter fields, tidal coasts, productive fisheries, and sea routes all close at hand. Scarcity narrowed the easy choices. People assembled the answer from what the region could still reach. Dryness did not create the ingredients. It changed their value, and changed what was worth the effort to build.
The modern chain follows the same rule at longer range. A tunnel under a mountain and a shipping lane from Australia are access extended, and they were built by a place already practiced at working around what it lacked. The scale changed. The logic held.
It is a pattern that turns up wherever land is hard. Preserved and dried foods cluster where the climate allows them, and ground too poor for the obvious staple often raises a stranger one instead. So when you next eat something a region is famous for, the useful question may not be what that land gave. It may be what that land withheld, and what people built to work around the lack.
The Verdict: A Habit That Outgrew Its Fields
Look again at the plain from the air. The ponds are still there, more than twelve thousand of them, holding the memory of a place that had to store water before it could count on a harvest. They still feed the rice fields. Yet the wheat behind most bowls now comes from across the sea, and some of the water in the channels comes from across a mountain.
The answer lies in the combination, not in any single part of it. Winter wheat was familiar across much of western Japan, and salt, dried fish, and soy sauce were made along many shores of the Inland Sea. What was particular to Kagawa was the scarcity of summer water, and it changed how those familiar things fit together. It made stored water precious, made a crop that grows in the dry season worth the labor, and left the coast supplying the rest of the bowl. Geography offered the terms. People chose the answer, and kept choosing it, through drought, through rebuilding, and through a century in which both the water and the wheat began arriving from somewhere else.
That is what a food culture is. Not a gift from the land, and not a rule the land imposed. It is a habit people built while the land was hard, and kept because it was good. The habit has outlived its dependence on the fields that first supported it.
Geography is the record of survival strategy.
Japan is one of the most geographically extreme places humans have ever settled: a chain of volcanic islands wracked by earthquakes, drenched by typhoons, and folded into mountains and narrow plains. And yet it became home to one of the world’s great civilizations.
How? The answer is geography, read closely.
